信息不对称下碳限额政策对供应链网络均衡的影响

摘要: 为制定合适的碳减排政策,促进企业积极减排,构建了由多个制造商和多个需求市场构成的供应链网络。考虑了消费者具有低碳意识,并分析了制造商与消费者间存在关于碳减排信息的不对称现象,利用单位产品平均碳减排水平量化消费者可感知的碳减排信息,构建了信息不对称下的供应链网络均衡模型;进而,引入碳限额政策,将上述均衡模型扩展到碳限额下的供应链网络均衡模型。通过算例,研究了低碳补贴对网络间产品交易量、交易价格、需求及碳减排决策的影响,并探讨了碳限额政策的干预效果。研究发现,信息不对称导致制造商单位产品碳减排量的实际值与消费者可感知的数值之间存在差距;政府部门可考虑进行适当的低碳补贴,不仅可促进企业减排,还可提升供应链网络企业的利润;碳限额政策可促使企业提升单位产品碳减排量,同时也会使企业利润下滑,因此,政府部门应选择合理的碳限额。

Abstract: To formulate effective carbon emission abatement policy and encourage firms to reduce carbon emissions,a supply chain network including multi-manufacturers and multi-demand markets was developed.By considering consumers low-carbon awareness,the information asymmetry of carbon emission abatement between manufacturers and consumers was analyzed.The average carbon emission abatement level per product was used to quantify the perceptible carbon emission abatement information,and the supply chain network equilibrium model under information asymmetry was developed.Thus the carbon cap policy was introduced into the model,and the above model was extended to the supply chain network equilibrium model under carbon cap policy.Through numerical examples,the impact of low-carbon subsidy on the product transaction quantities,prices,demands and carbon emission abatement decisions was studied,and the impact of carbon cap policy interventions was discussed.The result showed that information asymmetry led to the deference between actual value for carbon emission abatement per product of manufacturers and the consumers perceptible value;government should provide appropriate low carbon subsidy that not only promoted manufacturers to reduce carbon emissions,but also increased the profit of supply chain network;carbon cap policy could encourage the manufacturers to increase the carbon emission abatement per product,but led to decrease of the profits for manufacturers.Thus,government should choose appropriate carbon caps.
