摘要: 中国航天科工集团公司作为军工企业的代表之一,面对市场竞争环境的改变,在总结我国航天系统40余年所取得经验和教训的基础上,参考国内外成功企业的先进理念,创造性地提出了适合企业发展的“人制管理”模式,并在实际应用中取得了巨大的成就。研究了人制管理模式的框架体系和主要内容,并就国有企业用人原则、体制创新和机制创新等方面进行了详细分析。该模式为国有企业制定提高管理水平与竞争能力的规划提供了可资借鉴的发展途径。

Abstract: Facing the change of market competition environment, China Aerospace Science and Industry Corporation(CASIC),which is one representative sample of the military enterprises,puts forward a suitable management model of "Personnel and Systems Management" for enterprises development creatively after summing up the experience, lessons of our countrys aerospace system for more than 40 years and consulting the advanced idea of the domestic and international successful enterprises. The frame system and main content of management model of "Personnel and Systems Management" are studied and many aspects on state-owned enterprise are analyzed in detail, such as choosing the proper person principle, the innovation of system and mechanism, etc. The mode has offered the reference developm ent way, which could improve the management level and competitive ability for Chinese state-owned enterprises.
