Abstract: To achieve comprehensive and exact evaluation on outline schemes decisionmaking for horizontal directional drilling development, an outline schemes decisionmaking model was introduced based on parts schemes evaluation with suppliers' participation. In this model, Houses of Quality (HoQ) were expanded to realize suppliers' evaluation and product planning based on the principles of Quality Function Deployment (QFD), and evidence reasoning was applied in parts evaluation, thus the outline schemes evaluation was achieved by integrating parts power. Some feasible outline schemes of horizontal directional drilling were ordersorted based on the combinatorial optimization of outsourcing parts schemes with standards of evaluation mark, cost and ratio of performance & price. Finally, a case study of outline schemes decisionmaking for horizontal directional drilling was provided to verify the effectiveness of the method.
