摘要: 目前,在社会经济系统评价领域中,指标的选取存在较大的随意性,缺乏理论依据。针对这一问题,从科学方法论的基本原理入手,通过对其哲学基础的深入理解,采用归纳和演绎相结合的系统方法对指标进行初步选取,并在此基础上进一步运用数理统计和专家咨询的方法对指标体系进行优化和调整,从而构建出了一套综合评价指标体系设计的方法模型。以天津市企业信息化评价指标体系设计为例,按以上方法建立起了一套完整的指标体系,并在实际中对其进行了验证。

Abstract: Index selection in social economic evaluation system was subjective and random with no theoretical support. To deal with this problem, a systematic method of selecting indicators based on scientific methodology was proposed. Both induction and deduction were used to initially select indicators. Next, mathematical statistics and consultation were adopted to modify and optimize the index system. And a model for design of index system for comprehensive evaluation was constructed. Taking the informationoriented evaluation of Tianjin enterprises as an example, a complete set of index system based on the constructed model was established and was testified in practice.
