电网企业以“承诺制”推进流程优化方法研究与实践

摘要: 目前,电网企业存在竞争意识不足、流程冗余、效率低下等问题。为适应外部市场竞争和企业管理提质增效的要求,提出一种以“承诺制”推动流程优化的方法,以客户需求为导向,应用“一诺四减两强化”改革举措,优化权责配置,简化业务流程,建立事前明确做事规则,事中事后强化监管的闭环管理机制。对外聚焦营商环境优化,全面推进客户服务流程优化,提升客户满意度;对内围绕效率、质量与风险,全面推进废旧物资处置流程优化。最后,通过项目实践为企业常态开展流程优化,提供了可借鉴的方法模板和案例。

Abstract: Power grid enterprises have the problems of insufficient competition consciousness,redundant process and low efficiency.To adapt to the external market competition and the requirements of enterprise management on improving the quality and efficiency,a method of “commitment system” to promote process optimization was proposed.It took customer demand as the guidance and applied the reform measures of “one promise,four reductions and two strengthening” to optimize the responsibilities and simplify business process,and a closedloop management mechanism with clear rules in advance and strengthened supervision during and after the event was established.Focused on the optimization of business environment externally,the optimization of customer service process was promoted comprehensively for improving customer satisfaction.Focused on efficiency internally,the optimization of waste material disposal process was promoted comprehensively around quality and risk.The project practice provided a reference method template and case for enterprises to carry out process optimization normally.
