Abstract: It is the strategic approach of “Manufacturing in China 2025” to be innovation-driven,quality first,green development,optimize the structure of Chinese industry,and talent oriented.In view of the problems such as employee's disloyalty to the enterprise,the enterprise's low integrity,and the non-transparent of information on knowledge employee performance and matching between supply and demand,the key to realize this strategic approach is to establish a traceable transparent and fair development environment of manufacturing industry which could realize the transparency of the market,the process,the contribution,the cooperation,the good faith and so on.The realization way which included the support for transparency with new generation of information technology,and the fairness realization based on transparency was put forward.The content of transparent and fair environment construction for 2025 strategy approach was discussed,and the result showed that the relevant laws and regulations should be established to promote transparency and fairness for the development environment of manufacturing industry,which needed the support of new generation of information technology.
