基于产品拆卸性设计的循环率规制的影响研究

Abstract: Due to the rapid increase of Waste Electrical and Electronic Equipment (WEEE) in recent years,the government regulates the enterprise's production decisions through recycling rate regulation.Based on the product design for disassembly,the choice of due diligence patterns under recycling rate regulation was researched.The mode of achieving due diligence facing more stringent recycling target was explired,and the impact of regulatory target on social welfare including producer profit,consumer surplus and environment was found.Numerical experiment was used to validate theoretical results.The result showed that the producer had three kinds of due diligence patterns,and the thresholds were found between them.Facing more stringent recycling target,producer would achieve due diligence by increasing the investment on design for disassembly,the quantity of new products and the quantity of remanufactured products;with the increase of regulation target,the profit of producer decreased,while consumer surplus and environmental impact increased in some conditions.

摘要: 鉴于废旧电子电器设备的数量急剧增加,政府通过循环率规制政策对企业生产决策进行规制。基于产品可拆卸性设计,研究了循环率规制约束下生产者尽规模式的选择,探究了面对不断严格的法律法规,生产者实现尽规的方式,以及规制水平提高对社会福利(包括生产者利润、消费者剩余和环境)的影响。通过算例分析对理论结果进行了验证,研究表明,循环率规制约束下,生产者有3种尽规模式可选择,并得到了相应阈值;面对不断严格的法律法规,生产者将通过增加产品拆卸设计投资、减少新产品产量和扩大再制造品生产规模的方式实现尽规;研究还发现,随着规制水平的提高,生产者利润减少,消费者剩余和环境影响在某些情形下反而会增大。
