Abstract: Case-based reasoning is the most preferred method for uncertain decision in complex and dynamic situations. In this paper，we apply this method to multi-criteria evaluation. The method of building the scheme base and the result base is discussed and they are built according to the form of relational database. A method of calculating the similarity degree based on grey-relational theory and fuzzy-set theory is put forward. Thus， similar cases can be found out accurately and qualitative or quantitative evaluation of certain scheme can be given.
