Abstract: To improve the rapidity and veracity of management decision, and to help management personnel to enact management strategy, the way of enacting the administration tactics utilizing the case-based reasoning (CBR) technology was brought forward. Basic principles and process of CBR technology were firstly explained, Then, by introducing CBR technology into the field of stakeholders management, CBR-based method to enact stakeholder management strategy was proposed, and a knowledge model of stakeholder management strategy support system was also constructed. As an important business tool for enterprise competitive intelligence, this technology provided strategic method for enacting and implementation. This method was proved to be feasible and effective, which would be able to assist any business leader creating value while navigating a multi-stakeholder environment.
