Abstract: In order to solve the consistency problem of the hierarchical plan for crossenterprise collaborative project, a hierarchical network planning method based on Work Breakdown Structure (WBS) was proposed. Firstly, with consideration of characteristics of crossenterprise collaborative project plan, the WBS dissolution rules and method were provided. Based on the relationship between WBS and project network, the hierarchical network planning model, method and strategy were proposed. Finally, an example of crossenterprise collaborative project was provided to illustrate the application of this method.
